Additional Property Attributes

The property is located at 542 North Marine Drive in Dededo, Guam and occupies approximately 6.25 acres in an industrial area. The property consists of two adjacent lots that have been consolidated into one parcel (identification number: 10122-14NEW-R1).Comprised a decommissioned waste transfer station, the property is bounded to the north by the Global Recycling Center; to the northeast by a gold course; to the east by Bartolu Street and vacant land; to the south by Marine Corps Drive and vacant land; and to the west by the Dededo Power Plant, Prestige Subaru, and Guam Power Authority. The Government of Guam Department of Public Works has owned the property since approximately 1984. The property and surrounding areas were previously used for typhoon debris staging, solid waste stockpiling, tire and white goods storage, garbage transfer, and private recycling operations. The property was also used as part of Guam's household hazardous waste collection program. Currently, the property unoccupied and contains no structures; however, debris piles from previous operations remain on the property. The GEPA Employee Association is the Targeted Brownfields Assessment (TBA) Applicant and the Government of Guam Department of Public Works is the owner of the property. The GEPA Employee Association has an interest in redeveloping the Site for a new GEPA headquarters. A Phase I Environmental Site Assessment (ESA) was performed in February 2023 and identified the following four recognized environmental conditions (RECs): 1) The previous use of the Site as a waste transfer station, the presence of debris piles throughout the Site, and soil contamination documented in previous reports likely from waste disposal at the Site is a REC to the Site; 2) The potential for contaminated stormwater from the waste piles to impact the underlying aquifer exists because of the karst features identified at the Site and is a REC at the Site; 3) The adjacent property to the north of the Site is a waste processing facility that has the potential to contaminate surface water, soil, and underlying groundwater. Potential contamination from this facility may have impacted and has the potential to impact the soil, surface water, and groundwater of the Site from stormwater runoff and is a REC to the Site; and 4) Based on the year the former structure was built on the Site (1984), lead-based paint (LBP) was possibly used during the initial construction. The possible presence of lead contamination in the soil along roof drip lines from externally applied LBP to the former structure is a REC to the Site. A Phase II ESA was performed in April 2023 and identified the presence of semivolatile organic compounds (SVOCs), polychlorinated biphenyls (PCBs), metals, and pesticides exceeding project screening levels in soil on the property. No volatile organic compounds (VOCs) were identified exceeding a project screening level. Recommendations regarding future use and steps forwards for the property include the removal or capping of soils to prevent exposure or release and mitigate potential impacts on human health if the Site is used for commercial purposes. If soils are excavated for off-site disposal, waste disposal testing is recommended.
