Additional Property Attributes

The Site is at 1500 North Memorial Drive in Racine, Racine County, Wisconsin, and is approximately 3.09 acres of land. The Site previously contained one former 78,000 square foot manufacturing building which was demolished in 2021. A 10,000-gallon fuel oil UST and pump house are present in the northeast corner of the Site. The property was foreclosed in 2018, and the City of Racine has owned the property since 2019. According to the 2019 Phase I ESA completed for the City of Racine, the site contained a former industrial building in the southern portion of the Site and a 10,000-gallon fuel oil UST on the northeast corner of the site. The Phase I indicated the Site was previously utilized as a gray iron foundry from construction of the former building in 1920 until the 1980s and for light industrial/metal fabrication operations from the 1980s until 2018. The Phase I ESA identified as many as nine additional historical USTs located at the Site. Two of the tanks were reportedly abandoned in place but the locations and removal status of the remaining seven USTs could not be determined. A Phase II ESA was completed for the Site in 2008 which included advancement of 20 soil borings and seven groundwater monitoring wells north and east of the former building. Analytical results indicated volatile organic compounds (VOCs) and polycyclic aromatic hydrocarbons (PAHs) were detected in soils above the current Wisconsin Administrative Code (WAC), Chapter 720 residential Residual Contaminant Levels (RCLs) at soil boring locations B-1, B-2, B-3, and B-4 in the 2-4-foot depth interval in the northeastern portion of the Site, around the fuel oil UST. Contamination was not vertically delineated in this area. VOCs and PAHs also exceeded the residential RCLs in shallow (2-4 feet below ground surface [bgs]) and intermediate (4-6 feet bgs) soil samples at SB-2 and SB-4. Contamination was not vertically delineated at these locations. PAHs were detected in the shallow soils at SB-1, SB-3, and SB-7 but were below the comparison criteria in the deeper soil intervals. Arsenic was detected above the current residential RCLs at all sample locations north and east of the former building and has not been vertically delineated. VOCs and metals were detected in groundwater above the current WAC, Chapter NR 140 Enforcement Standard (ES) in monitoring well locations MW-1, MW-2, and MW-3. No groundwater monitoring wells were installed north of the former building.
The UST was removed as part of soil assessment activities and overburden soil was disposed of at an approved landfill. A GPR survey was completed and no additional USTs were identified.
