The Alaska Housing Finance Corporation (AHFC) acquired the Subject Property parcels in 1997 from the Equitable Life Assurance Society of the United States. The Subject Property was observed to be a public surface parking lot at the time of the site visit.
Based on review of historical records, the Subject Property appeared to be developed by at least 1927 with three residential dwellings. By 1957, a church was present on the northeast portion of Parcel 66 and the first vestiges of commercial development are observed on adjacent sites. According to aerial photographs between the 1960s and early 1980s the Subject Property structures were demolished, and the Subject Property converted to a public surface parking lot.
The Subject Property is bounded to the north by West 8th Avenue followed by Evergreen Memorial Chapel Funeral Home and Tundra Tykes (daycare facility); to the east by D Street followed by an office building and apartment building; to the south by West 9th Avenue followed by Delaney Park Tennis Courts and basketball courts and to the west of Parcel 10 by an office building and the Cottage Birthing Center followed by E Street and beyond by the Fringe hair salon, apartment building and commercial building for msi Communications.
