Additional Property Attributes

The Subject Property is a vacant commercial property bound by other commercial properties (north) and additional city-owned properties (east, south, and west). The property is accessed from South Second Street via Cook Ave. and the general area consists of public and commercial properties. It consists of a 0.28-acre parcel and contains a 4,300 square foot total commercial space across two structures: one building being 3,330 square feet and the second building being 1,000 square feet. The property was constructed in 1927 and is vacant.

The Phase I ESA found the following RECs:
REC #1 - Historic Auto Garage and Potential/Former Underground Storage Tanks at the Subject Property - The historic operations, specifically potential use of chemicals and a potential UST on the northern half of the Subject Property (1911-1959) represents a REC and potential VEC due to lack of records relating to these activities. It is unknown whether soil/groundwater impacts are present.

REC #2 - CDL database listing at the Subject Property - The residence at 220 S. Second Street was identified with a drug laboratory seizure in 2005. No additional records were identified. Due to the potential for hazardous substances at the Subject Property, this is a REC.

REC #3 - Historic Property Uses of Adjoining and Surrounding Properties - The following significant historic adjoining and surrounding properties were identified within a 600-foot radius of the Subject Property: North Adjoining - Yucca Hotel operated between at least 1929-1959 with a historic steam boiler and elevator bank. It is unknown the specific fuel source, which may have included fuel oils or coals; and may have included the storage/use of hydraulic oils. East Adjoining - Historic Undertaker (217 S. Second Street), 1911-1919. Northwest Adjoining - Historic Steam Laundry, Pressing and Cleaning with a steam boiler (243 Cook Ave), 1911-1959. South/Southwest Adjoining - Historic Oil and Paint Shop (233 S. Third Street), 1929-1948. Southeast Surrounding - Historic Filling Station (245S. Second Street), 1929-1959; Historic Bus Depot and Garage (237 S. Second Street), 1948-1959; and Historic Auto Sales, Service and Filling Station(s) with Gasoline USTs (301 Block of S. Second Street), 1929-1959. East Surrounding - Historic Railroad Depot (201 S. First Street), 1906-1959. These historic facilities operated prior to regulatory oversight and may have contributed to past releases associated with the use and storage of hazardous materials and petroleum products. Since any impacts to soil/groundwater are currently unknown, the historic property uses of the adjoining and surrounding properties are considered a REC and potential VEC in connection to the Subject Property.

Due to the age of the Subject Property structure (est. prior to 1978), asbestos containing building materials and lead-based paints are likely/potentially present on the interior and exterior of the painted surfaces and suspect materials were observed within the structures during the site reconnaissance. No significant exterior releases of asbestos containing building materials or painted materials were observed; therefore, this is not a REC. However, the structure(s) are planned for demolition; therefore, appropriate methods and actions pertaining to applicable regulations should be administered prior to any disturbance of these materials. Average radon levels in the county exceed USEPA's recommended levels.

No other RECs, and no HRECs, CRECs, VECs, de minimis conditions or significant data gaps were identified in connection to the Subject Property. The Consultants recommend additional evaluation be conducted at the subject property prior to redevelopment to quantify any environmental risks identified with the RECs and that may be associated with potential asbestos, lead-based paint, radon, etc. identified as Non-Scope Considerations at the property.
