Additional Property Attributes

Former Use: The subject property is located adjacent to the former site of the Franconia Paper Company (FPC), where paper was produced by the sulfite process, and then by the de-inking process. The de-inking process required the treatment of its �brown water� before discharge into the Ammonoosuc River. In order to retain this major employer, the town purchased the subject lot in 1967, and in 1968 received federal funding to build the White Water Treatment Plant. The plant was leased to FPC, and FPC assumed responsibility for operating the plant, including all liability for its operations. After 2 years of operation, FPC ceased operations, and declared bankruptcy. The White Water Treatment Plant has remained idle since that time, and is assumed to contain residual bleaching chemicals on the site. In 1994, an underground storage tank leaked approximately 5 gallons of fuel oil. The tank was removed at Town expense and the site was registered as a removed UST with NH Dept of Environmental Services. A transformer on a pad was also removed at that time.
