Additional Property Attributes

Update 2021: The Town of Brattleboro would like to develop this site for additional parking associated with a new Amtrak train station and platform. This would require building demolition. To that end a new SSQAPP was completed 5/3/21 and signed 5/10/21. An ECAA was completed 7/29/21. An asbestos inspection report was completed 6/1/21. A historic review letter was submitted to VT SHPO who determined that the building does not retain sufficient historic integrity to support its historic significance as a railroad depot or a commercial building. This cleared the way for demolition and site redevelopment.

A limited Phase II site investigation was performed in 2005, however this report only took into account select Contaminants of Concern identified by the environmental consultant, not ones that were the result of a diligent Phase I site investigation. Permission has been obtained from the property owner to have this research done. The intent of the property owner is to redevelop this site, simultaneously with other adjacent properties, to connect downtown Brattleboro with its waterfront and use part of the properties for a multi-modal transit center. Funding has been secured from the Federal Transit Administration for this project. In September 2005, a Phase II Environmental Site Assessment was completed without having previously done a Phase I Site Assessment. The limited sampling that was done at that time revealed a 1,000 gallon waste oil underground storage tank (UST), a 500 gallon UST, and the fill pipe of a #2 heating oil UST. The reservoirs and pistons of two former hydraulic lifts were found to be located beneath the concrete slab foundation of the garage. Soils containing petroleum related volatile organic compounds (VOCs), tetrachloroethene (PCE), polycyclic aromatic hydrocarbons (PAHs), and heavy metals (namely lead and arsenic). Due to soil contamination in the proximity of the Archery Building, further studies and potential mitigative measures may be necessary to allow the building to be safely reoccupied. Demolition may be an option.

Former Use: This .58 acre site is adjacent and south of Brattleboro Waterfront property 2 and has frontage on the Connecticut River. Brattleboro?s first railroad station was located on this site from 1849 to 1885. From 1885 to 1901 the site was occupied by the Valley Mill Company, which produced flour, salt and baled hay. From approximately 1901 to the late 1940s, the site was used by Brattleboro Beef Company and then Swift and Company both of which sold beef. The north side of the building was demolished in the 1920s and attached to the Brattleboro Gasworks complex, which is adjacent to the site. From the late 1940s until 1970 the site was used by DeWitt Beverage Company as a beer and wine warehouse. More recent uses (from the 1970 to the present) were automobile storage/maintenance and an archery shop.
