St. Louis City Ordinance 66777 prohibits the use or attempted use of groundwater as a potable water supply. Missouri Risk-Based Corrective Action MRBCA Process for Petroleum Storage Tanks guidance document allows the use of this ordinance as an activity and use limitation AUL. The City of St. Louis entered into a Memorandum of Understanding MOU with the Missouri Department of Natural Resources. For those using the MRBCA process, the existence of the MOU allows Ordinance 66777
to be used, by itself, to sever the future groundwater domestic use pathway for sites within the corporate limits of the City of St. Louis.

Additional Property Attributes

Possible PCB contamination from former machinery operated onsite. Property is registered with Missouri Department of Natural Resources as a generator of regulated quantities of hazardous waste. Basement is currently flooded with a significant layer of free product on the surface of the water. Numerous large ASTs, smaller ASTs, and portable ASTs onsite. Two registered 10,000-gallon USTs, and two 1,000-gallon USTs. Possibly several other USTs. Various forms of piping run from the pump houses to the tank farms. Property is listed with the Missouri Department of Natural Resources as a generator of regulated quantities of hazardous waste. Numerous 55-gallon drums and 5-gallon containers of automotive grease, used oil, and unknown materials.
