URS Corporation completed Phase I ESAs on portions of 20 parcels located adjacent to East Creek in Rutland, Vermont along the alignment of a proposed foot path between Giorgetti Park and the College of Saint Joseph. The results of the ESAs indicated that there were recognized environmental conditions, either historical or current on several 10 of the properties. These include disposal of solid and potentially hazardous wastes unidentified containers the contents of which if any are unknown, spills of petroleum products and the presence of hazardous materials in soil and groundwater that may have migrated onto the corridor from adjacent properties. The Creek Path project will develop a paved, 10 ft. wide, multi-use path along the under-utilized and unseen natural resources of East and Otter Creeks. The Path will run directly through the center of Rutland City and provide easy access for commuting, social, historical, recreational, and health fitness purposes. It could be utilized by every demographic and age group within Rutland and beyond, from children on bicycles and skateboards, to teens on rollerblades, to mothers and fathers with strollers, to the elderly looking to enjoy a stroll along the water, to the handicapped allowing wheelchair access in the outdoors. The Rutland Creek Path project and the associated properties 20 it would traverse were enrolled in the RRPC Brownfields Program in 2009. A Phase I ESA was conducted and subsequently used in funding applications to construct the path. With assistance from the RRPC Brownfields Program, the Creek Path received a 300,000 Transportation Enhancement Grant from the State of Vermont. Final easements have been signed and right-of way clearance from VTrans is proceeding. Final engineering and construction bid documents will be developed for Segment 1and construction is anticipated to commence in summer 2011.
