Additional Property Attributes

The site consists of a 22,260 square foot rectangular tract of land. The site is an empty lot located alongside a north-south commercial arterial street and adjacent to an established residential neighborhood. The OKC Housing Authority would like to purchase the subject property and construct a warehouse/office to store equipment and conduct maintenance operations for two-family duplex residences located to the northeast of the site. Legal description of the Property- Lots 11, 12, and 13, Block 7, Lyon Addition, Oklahoma County, Oklahoma [Section 24, T12N, R3W IM]. The site is located on the east side of Martin Luther King Avenue (MLK Ave) NE of the intersection of NE25th Street and MLK Ave. A Phase I Environmental Assessment of the site was conducted by Elliott Architects, Inc., on December 5, 2008. A church is located to the south of the site. Commercial properties are located to the west across MLK Ave. OCC records indicated the presence of 21 known active and/or inactive facilities with USTs within a radius of 0.5 miles of the site. The site is adjoined to the north by an abandoned service station (2620 MLK Ave). According to OCC records this facility (Former Cudjoe�s service center) had four onsite USTs which were removed along with the piping and vent pipes in 1997. A suspicion of fuel release letter (SOR-3364), dated April 18, 2008, and a no further action letter was issued for the former Cudjoe�s Service Center on May 13, 2008 by OCC. Based on the Housing Authority�s proposed plans for constructing a warehouse/office onsite, the building and any parking lot(s) would act as a concrete and/or asphalt cap on the surface soil thereby preventing direct exposure to any concentrations of arsenic in the native sub-surface soil. The concentrations of arsenic in the subsurface soil, at an approximate depth of 33 - 35 feet bgs, do not appear at this time to be of concern considering the Housing Authority�s proposed plans for the site, as it is highly unlikely that employees and visitors would come in contact with arsenic in the soil at those depths. Analytical results indicated that the subsurface soil and groundwater at the subject property, at the time of this investigation, did not contain levels of Volatile Organic Compounds, Semivolatile Organic Compounds that exceeded the laboratory detection limits for those compounds.
