Phase I ESA activities were completed in Nov. 2009. Based on the findings of the Phase I ESA, a Phase II is recommended. Phase II activities were completed. Low levels of VOCs were detected, but well below any cleanup levels. No further environmental response is necessary.

Former Use: The Subject Site consists of a two-story building that is vacant and has been utilized for storage for at least 20 years. A wall divides the first floor of the building into an east and west room. The subject site was originally part of the Oswego Hotel and is now connected to the west side of the former hotel building. The hotel remained in operation up until 1975 and is currently used for apartments. The main portion of the former hotel was constructed in 1870 and expanded to three-stories in 1890. The two-story portion that occupies the subject site was completed in 1880. From 1880 to at least 1929 the west side of the first floor of the Subject Site was utilized as a billiards room, the east side was utilized as a sample room and by a barber, and the second floor was utilized for hotel rooms. The first floor of the Subject Site was occupied by Melvin Heflin�s Sudden Service a dry cleaner from 1949-1972, Joe�s Sudden Service in 1973, and Active Solar Components Manufacturing Co. in 1980-1982. The east side of the Subject Site was reportedly occupied by Parsons Sun in 1962-1964 and1966-1971. No information indicated whether the dry cleaning operations occupied both the east and west sides of the Subject Site.
