Additional Property Attributes

Former Use: Located less than one-half mile north and east of the junction of M-22 and US-31, northeast of the City of Manistee, Michigan. It is situated to the west of M-22, locally known as Orchard Highway, and to the north and west of US-31, locally known as Chippewa Highway US-31, in Manistee Township, Manistee County. The Subject Properties were purchased in 2003 and 2006 by the Little River Band of Ottawa Indians LRBOI for commercial retail and mixed residential use. The following RECs were noted as part of this Phase I ESA: Small quantities of trash, paint cans, and other solid waste were observed to be dumped on Subject Property 1. The remaining roofing material and linoleum in the former house debris are suspect asbestos containing material on Subject Property 2. Properties adjacent to the Subject Properties to the north south, and west have been orchard properties since 1938. The possible historic use of lead arsenate, DDT, and other pesticides is considered a possible REC for the Subject Properties. Prior to redevelopment of the Subject Properties WESTON recommends the following actions to address the RECs. Remove the remaining slab and demolitions debris including the suspect ACM from the former residential unit from Subject Property 2 in accordance with all National Emission Standards for Hazardous Air Pollutants NESHAP regulations. Manage the possible historic releases of lead arsenate, DDT, and pesticides by ensuring that the property development is protective of the health and welfare of future property users. Removal of containers and surface soils from areas where the abandoned one-gallon containers and other waste piles were observed on Subject Property 1. Confirmation sampling may be required if any indications of contamination are observed during the redevelopment of the Subject Properties.
