Additional Property Attributes

The site has a partially-collapsed 21,000 square foot warehouse building, a bunker, two exterior elevators, and several underground tunnels formerly used as firing ranges. The property is currently fenced and overgrown with vegetation. There are presently substantial volumes of extremely friable spray-on asbestos, used as a coating in 17 tunnels. Three of these tunnels are approximately six feet in diameter and range up to 1,000 feet in length. The building also has lead-based paint additional asbestos was located in pipe insulation and siding. Soil sampling indicates contamination with lead, beryllium, and the pesticide chlordane.

Former Use: The site was developed in 1941 by the US Army for use as an underground firing range used for testing weapons. The property was part of the St. Louis Ordnance Plant, which was a 300-acre area purchased by the Department of Defense from General Electric. The facility on the ATCOM site was used to test small arms ammunition .30 and .50 caliber. The site operated through WWII and again during the Korean and Vietnam Wars. In the 1960s the property was transferred to a private individual, and it was acquired in 1997 by the Land Reutilization Authority through tax foreclosure. In October 2009 we signed a contract with an environmental firm to perform an asbestos inspection and asbestos abatement/demolition specification, as well as perform abatement and demolition oversight. Further funds will come from the ATCOM Cleanup Grant BF 97711901 which was awarded in October 2009. Cleanup dates : September 25, 2012 - January 10, 2013 Asbestos abatement completed in boiler room and concrete portion of Proof House. There was asbestos left in the underground firing range and the test firing station rooms. During removal of the sprayed?on insulation in the test firing station rooms, it was discovered that the walls, ceiling, and steel framework had been coated with a black tar mastic. This black tar mastic was presumed to have been applied immediately prior to the application of the sprayed?on insulation material in order to gain better adhesion to the concrete and steel. This resulted in a greater difficulty in removal of the insulation material, and a substantial amount of additional time, effort, and labor was required to adequately clean the insulation residue from the concrete and steel surfaces. As the sprayed?on insulation material had become incorporated into the black?tar mastic, the mastic contains asbestos. This material was left in place and remains within the building on the walls and ceilings of the Test Firing Station Rooms. all areas where ACM was left remaining in place secured as follows: access and entry points to the underground firing tunnels were blocked with masonry walls, and tunnel access doors were welded shut. Occupational Safety and Health Administration (OSHA)?compliant asbestos warning signs were posted at all site access and tunnel entry points.
