Additional Property Attributes

The site is located in west Huntington Wayne County at 4711 Piedmont Avenue. Limited Phase I and Phase II Environmental site assessments were performed on the subject property in 1997. The site covers approximately 2 acres and includes four buildings single story office, a shop, a maintenance garage, and storage building. The property includes both graveled and concrete paved area and a railroad track spur. The property is now owned by the Rahall Transportation Institute Foundation. Previous owners of the property include SSI Mobley and Techsol. The SSI Mobley Company was previously engaged in railroad right of maintenance and utilized the site as their headquarters for equipment used to spray herbicides over railroad tracks. Large volumes of herbicides have been stored and mixed at the site. Phase II investigations have revealed some herbicides detections at the site. Techsol also performed herbicide operations from this site. Additionally, it appears that Techsol also may have stored a variety of organic and inorganic chemicals at the site. On October 28, 2004, a release of ~22,000 gallons of Coal Tar Light Oil CTLO occurred from a railroad tanker car at the site. Much of the CTLO release made its way to a ditch and then to a storm water system and ultimately discharged into Krouts Creek approximately 2 blocks from the site. Benzene was considered the most prevalent constituent in the CTLO based upon the reported composition of the CTLO. Remedial actions performed pursuant to the TechSol release included the excavation, characterization, and disposal of soil from the site in the area of the release. Clean uncontaminated soil was backfilled into the excavation area.
