Additional Property Attributes

Former Use: 1058 Gorham Street has been utilized for the storage of coal, petroleum products, and chemicals since the early 1900s. The Commonwealth Chemical property was owned by Lajoie Coal Company from 1916 until 1930, when the property was transferred to Cities Services Oil Company for the storage of petroleum products. The property was sold to Charles Atkinson in 1972. Commonwealth Chemical leased the property from Charles Atkinson from 1975 to 1983 for use as a chemical and fuel oil storage facility. The property is currently vacant and unused. The City of Lowell acquired the property via a tax taking in 2011. In 1979, a downgradient property owner issued a complaint to the US EPA Division of Water Pollution Control that liquid had been flowing onto his property causing flash fires, flooding, and foul odors. MassDEP and US EPA completed various reponse actions at the site following this report. EPA installed monitoring wells, collection ponds, and an oil/water separator. Investigation showed that both soil and groundwater were impacted with VOCs and oil and grease compounds. MassDEP has maintained the oil/water separator since 1984. A Phase II Addendum performed by MassDEP in 2003 revealed that VOCs, metals, VPH, SVOCs, and EPH were detected in soil and groundwater at the property. Additionally, during a GPR survey, several possible areas of buried s were identified that may be potential sources of contamination.
