The property contains imported fill soil with detectable pesticide concentrations that, while below health risk assessment thresholds, prevent unrestricted re-use in the San Diego region. These pesticide-impacted soils must be excavated and disposed of for planned redevelopment construction. A remedial alternatives analysis identified a "soil swap", in which surplus excavated clean soil is exported off site while the pesticide-impacted soil is re-buried on site, as the most cost-effective option that also promotes the environmental conservation ives of the Jacobs Center for Neighborhood Innovation.

Former Use: The site is currently a parking lot with a 1-story temporary building sitting on 1.66 acres. JNCI is the current owner of the property since 1998. The future use of the property is for affordable housing, 52-unit multifamily, affordable, commercial-residential structure that will include a playground, landscape areas, community building and residential units over below-grade parking. This work completed the analysis of remediation alternatives that will be used for cleanup planning. Vacant until 1970s; 1970s-1998, plumbing supplies/vehicle storage; since 1998, owned and used by JCNI for temporary office building.
