The City of Atlanta and Atlanta BeltLine, Inc. purchased this small parcel for $50,000 in 2012 to expand the City's Lang Carson Park and Recreation Center and provide better access the Atlanta BeltLine Eastside Trail from the Reynoldstown neighborhood. The acquisition was part of the City's use of federal Neighborhood Stabilization Program funds after the Great Recession. The City had previously adopted a master plan for the park and its expansion earlier in the year. The plan envisioned a $750,000 to $1.3 million renovation of the park. The residential lot was vacant at the time and the Phase I Environmental Site Assessment (ESA) performed by the City's Brownfield Program confirmed that no recognized environmental conditions (RECs) were present on the property. Today a footpath runs through parcel connecting the recreation center to a nearby residential area. Less than a tenth of a mile from this footpath is a new 64-unit residential development. The recently shuttered 70-acre CSX Hulsey railyard is also nearby. The ESA in 2012 is but one small investment made in the area's recent and future revitalization efforts.

Former Use: The subject site has been historically developed with a single family residential dwelling from at least 1911 to 1972. The property has been a vacant lot since at least 1978.
