The 16-acre Rodney Cook, Sr. Park (Cook Park) is a transformative stormwater management and public space redevelopment of a brownfield in the Proctor Creek Watershed. In 2002, torrential rains flooded this part of the Vine City neighborhood. 160 families lost their homes and the impacted area remained vacant. For years, flooding, pollution and sewer overflows continued to plague residentials and stifle redevelopment. In 2015, the City of Atlanta joined the Trust for Public Land, the National Monument Foundation, and the Vine City community to do something. Construction started in late 2017 for Cook Park with integrated stormwater management infrastructure. Construction is expected to be completed by 2020 and estimates for final construction costs are between $23 and $33 million. To help with the early planning, the City's Brownfield Program conducted a Phase II Environmental Site Assessment in 2012.

Former Use: The eastern portion of the site has been developed residentially from at least the early 1900s until the houses on site were demolished in the early to mid 2000s. The northwestern portion of the site was occupied by a greenhouse/nursery facility from the 1890s through the 1940s, after which this area was also residentially developed until the early to mid 2000s. At that time, much of the property that makes up the site was acquired by the City. Flooding of the property has occurred due to its location in a low area formerly occupied by Proctor Creek and its flood plain. The site is currently under construction.
