The Tohono O�odham Nation Planning and Development Department has proposed the possible feasibility of developing a utility grade solar facility on about 400-acres of the 3,200-acre San Lucy Farms property and requested information concerning the need for a cleanup on the 0.75-acre dumpsite portion of the site. Potential grid access is about 0.25-mile from the landfill.

Former Use: San Lucy Farms is located at 25310 S Toltec Buttes Rd., Eloy Arizona 85231-9587 and is categorized under �Cotton Farm�. The San Lucy Farms landfill dumpsite is located in the northeast corner of the property. According to the March 12, 2001 �Phase I ESA for the 3200-acre Tohono O�odham Property near Arizona City, AZ�, by EnTech, this property has been engaged in farming by the Tohono O�odham Farming Authority since 1988. Fertilizers, pesticides, defoliants and surfactants have regularly been used on the crops including cotton, wheat, melons, broccoli, sorghum, or alfalfa as well as the 50-acres of pecan orchard. When ENTECH performed the detailed inspection of the entire farm in November 2000, they identified an on-property trash disposal area (open landfill) in the northeast corner of the farm as a potential area of concern based on the possible disposal of agrichemicals in the landfill area between when farming began in 1951 and 1988. Numerous trash and debris piles, containing no visual evidence of hazardous waste, were also identified. ENTECH recommended trash profiling and augur borings beneath the debris piles and landfill cells to provide analytical data to determine whether or not removal of wastes was needed, depending on the extent to which any petroleum or farm related chemical contaminates may have impaired soils or groundwater. On March 14, 2002 EnTech completed a �Limited Phase II ESA", which included soil borings and sampling adjacent to the trenches which did not indicate any detectable release of pesticides or volatile organic compounds.
