Property Highlights

The Former Delta Memorial Hospital is located in a primarily residential area in the central part of Dumas, Desha County, Arkansas. The property is ~3 acres and the former hospital building is ~30,000 square feet in size. The property has been vacant since approximately 2006, and is currently owned by Desha County.

The City of Dumas enrolled the property in the Arkansas Brownfield Program in 2013 and received a Phase I ESA and Asbestos Inspection through the program. The Phase I ESA identified 2 areas of potential contamination and the Asbestos Inspection Report identified asbestos-containing materials throughout the building. The City of Dumas withdrew their participation in the program in 2014 because DEQ could not fund the next step, a Comprehensive Site Assessment.

A new Phase I ESA will be performed and any additional assessment(s) and cleanup action(s) will be conducted. The City of Dumas would like to receive a Certificate of Completion (COC) to clear the site for any future use, then will market the site to a private developer along with the COC liability relief.

A Phase I ESA was completed in June 2023. The report identified 2 RECs: (1) a Kodak processor and associated filters used for the development of X-rays are located inside the building and may contain hazardous chemical constituents; and (2) 2 USTs were permanently closed and removed in approximately 1989 and there is a potential that a release occurred from the USTs. Additionally, the Phase I identified mold inside the building and previous assessments have identified asbestos.
