Additional Property Attributes

This assessment was implemented following award of technical assistance to the Jacobs Center for Neighborhood Innovation (JCNI) to evaluate the subject property through the U.S. EPA Targeted Brownfields Assessment program. A Phase I Environmental Site Assessment was performed under this TBA to identify RECs that may require further assessment to determine the potential for public and environmental exposure to contaminants of concern. JCNI plans to redevelop the subject property for residential use. The Site is approximately 0.94 acre in size and zoned as Commercial�Neighborhood (CN) Zone (CN-1-3 and CN-1-4) (City of San Diego, Zoning Map, 2017). CN zones provide areas for small scale, low intensity developments that are consistent with the character of the surrounding residential areas. The Site consists of a basketball court located on the northern portion of the Site and the remaining portion is unpaved and currently used as an athletic field. There are no structures present on the Site. The Site is surrounded by a chain link fence with gated access on Guymon Street and Euclid Avenue. The Site is owned and maintained by JCNI.

Former Use: The Site was historically undeveloped until 1974 to 1975 when five multifamily apartment buildings were constructed. Historical mailing addresses for the former apartment buildings include 704, 714, 722, 730, and 740 Euclid Avenue. The apartment buildings were demolished in 2007. Since 2007, the concrete area on the northern portion of the Site, previously used as parking for the former apartment buildings, has been used as a basketball court. The remaining portion of the Site has been used as an athletic (soccer) field. Between 2010 and 2012, the soccer field was covered in artificial turf; however, this unpaved portion of the Site is currently a grassy field.
