Additional Property Attributes

The property currently contains a vacant trailer house. The proposed use for the site is for purchase and private redevelopment of a two new four bedroom housing units to provide affordable housing. The developer intends to utilize the City of Springfield HOME Loan program to construct the new housing. A Phase I is necessary to complete the HUD environmental review process prior to approving use of HUD funds to finance the construction. An auto salvage yard is on the adjacent property to the east, a dog food manufacturing facility is located across the street to the west, and the railroad is located one block north of the property.

Former Use: Historical land use records indicate residential development of the assessment site and most surrounding areas prior to 1935. The subject site and adjoining properties to the north and south have remained as residential or vacant land since the initial residential developments. Other significant features on site were not identified. The west-adjoining property (west of North Fulbright) was developed as a processing and feed distribution facility for Purina Mills circa 1970. Adjoining operations by Purina Mills and corporate successors are ongoing. This facility includes a water retention pond as discussed above. Subsequent to the initial residential developments, the east-adjoining property was used as an automotive sales and salvage facility for several decades. Specific land use records corroborate this use from circa 1978 thru 2012. Salvage areas adjoin the subject site and are topographically upgradient. This adjoining land use represents a recognized environmental condition (REC) as presented in the Conclusions of this report. Railroad main line, staging, and maintenance facilities to the north and northeast appear to predate the 1930s. Although non-adjoining, railroad facilities are located within 500 feet of the assessment site in some areas. Historical and ongoing operations are very large in scale and appear to cover areas upgradient of the subject site.
