Institutional and Engineering Controls

Groundwater testing for SVOCs did not exceed screening levels. The TAL elements Aluminum, Arsenic, iron, lead, manganese, Vanadium, and Zinc exceeded residential screening levels. Certain VOCs exceeded screening levels leading to a recommendation that subslab and deep soil gas testing be undertaken. No test results exceeded DEQ reporting. This is a key project in Manchester.

There was no recommendation for controls in the report covering these testing activities. It was noted that due to the low levels of contaminants and the fact that the land area surrounding the structures will be covered by impervious payment, risks for residents would be minimal.

Additional Property Attributes

Part I an II form the Reynolds South Project site. To date, one existing building has been rehabilitated providing apartments, indoor parking spaces, and 3 commercial spaces; the commercial spaces are occupied by three service/technical services companies. In addition, the owner is negotiating with a large grocery store, something that is missing in the area. As to investment and employmnet, please see notes under Reynolds South I Profile.

Former Use: The site has an industrial history. Reynolds South is a heavy industrial plant which has occupied the site for a significant period of time. 250 temporary construction positions are estimated over time. The estimated cost for Part I and II is $35 million. The entire site covers 18.00 acres (divided up between part I and II).
