Additional Property Attributes

The Site is approximately 7-acres in size and contains four large buildings which include theaters; galleries; shops; offices; maintenance facilities; and vehicle parking areas. A 10,000-gallon capacity unleaded gasoline UST was formerly operated on the northeast portion of the property by the property owner, Watts Labor Community Action Committee (WLCAC). WLCAC discontinued use of the UST in the early 2000s, although the UST was never removed or properly closed.

Former Use: Based on a review of operational history at the Site, the primary land use has been small-scale commercial businesses. From at least 1927 to 1947, the Site was mostly vacant land. From the early 1950s to the mid-1970s, Maine Machine Works had operated on the western portion of the Site. Maine Machine Works contained a pattern shop, experimental room, machine shop, welding and grinding building, a spray paint building, trailer assembly, camp trailer manufacturing, and pipe manufacturing shop. Starting in the mid/late-1960s to mid-1970s, the northwestern portion of the Site operated as an auto wrecking yard. Currently, the subject property consists of shops, offices, a theater, and parking area. It is owned by the WLCAC, which is a non-profit, 501 c-3 community development corporations. WLCAC provides youth access to a gated complex with playgrounds, a skate park, mural art, and basketball courts. The Site contains a 10,000-gallon capacity UST with its associated dispenser and piping, which formerly contained regular unleaded gasoline. The UST was operated as a �inter-company� fueling station to serve fleet vehicles for the WLCAC. The applicant discontinued use of the UST in approximately 2000, but could not financial support a removal of the UST.
