ASTM E1527-13 acknowledges that �No environmental site assessment can wholly eliminate uncertainty regarding the potential for RECs in connection with a property.� The ESA �... is intended to reduce, but not eliminate, uncertainty regarding the potential for RECs in connection with a property, and this practice recognizes reasonable limits of time and cost.� Furthermore, ASTM E1527-13 states that �[t]here is a point at which the cost of information obtained or the time required to gather it outweighs the usefulness of the information and, in fact, may be a material detriment to the orderly completion of transactions.� This TBA Report contains the results of reconnaissance and sampling activities at the Site and surrounding properties conducted in May 2014 and May 2015, as well as a review of property, government, and historical records. Information used to complete the TBA was reasonably ascertainable, and included visually and physically observable data. Data gaps encountered during Phase I ESA activities are discussed in Section 8.0.

Former Use: The Site was used as the Kerwo Day School and was operated by the BIA from approximately1935 to 1970. The school included Grades 1 through 6 and served the children of Tohono O�odham Nation members. The Site building was constructed in the mid-1930s, and the eastern portion of the school was used as a residence for teachers. Since closing in 1970, the Site and Site building have been unoccupied.
