Additional Property Attributes

Environmental sampling conducted at the site revealed contaminants present in soil, sediment, and groundwater. Groundwater samples detected concentrations of arsenic and lead, as well as naphthalene and other volatile organic compounds (VOCs). In addition, the naphthalene concentration in one well exceeded the VCP vapor intrusion remediation goal (RG). Soils across the site exceeded direct contact VCP RGs for polynuclear aromatic hydrocarbons (PAHs), Total Extractable Hydrocarbons (TEH), and arsenic; the VOC Tetrachloroethene (PCE) exceeded the migration to groundwater pathway in one Arsenic and TEH were also present in sediment samples collected off the northern bank of the Big Blue River just south of the site. The NDEE recommended additional sampling to assess soil gas, conduct a waste characterization test on PCE contaminated soil, and to delineate contaminant hot spots in soil and groundwater. Additional sampling was conducted in April 2018. Soil gas analytical results indicated several locations with VOCs exceeding the residential EPA Vapor Intrusion Screening Levels (VISLs). There were no industrial exceedances in soil gas concentrations; however, one groundwater sample had a naphthalene concentration that exceeded industrial vapor intrusion RGs. Naphthalene and several other VOC and PAH constituents in groundwater also exceeded the direct contact exposure pathway. For soils, no VOCs or PAHs exceed industrial VCP RGs. The most widespread contaminant exceeding industrial VCP RGs is arsenic; one area has a lead exceedance. Regardless of planned redevelopment, some type of remedial work will be necessary. Industrial reuse is a more vialbe option due to there being fewer areas on the site that have industrial RG exceedances. Several satnding structures on the property do contain asbestos which would have to be safely removed and disposed of before any demolition for redevelopment can begin. The waste characterization on the PCE contaminated soil determined that it is not a hazardous waste. Former Use: The property has been occupied by an industrial facility since approximately 1898. The facility included: a foundry; blacksmith shop; metal galvanizing shop; machine shop; and hazardous waste storage areas. Oil, gasoline, coal, and scrap metal storage is also documented at the Property. The property adjacent to the southwest was formerly used as a dumping ground by the company to dispose of molding sands, paint sludge, spent solvents, demolition debris, and plating wastes. Dumping activities occurred from approximately 1960-1981. The City Of Beatrice plans to acquire the property by purchasing the back taxes so the city can begin cleanup and redevelopment activities. An updated Phase I ESA was completed for parcels 014666000 and 014450000 in March/April 2020 to complete due diligence prior to acquiring these parcels. An updated Phase I for the remaining parcels (014665000, 014509000, 014666100) was completed in March 2021. During the site reconnaissance for this Phase I, the contractor discovered that the transformers present had been vandalized and scrapped for parts. This vandalism caused a release of PCB-containing transformer fluid in three buildings on the property.

A Supplemental Phase II Environmental Site Assessment (ESA) was completed to test the PCB concentrations in the spilled transformer fluid and collect soil samples to determine if the fluid has migrated into the underlying soils. The Phase II ESA also included additional groundwater samples and soil gas samples on the western portion of the property to assess if there may be a vapor concern to residential adjacent properties to the west; and one additional soil sample was collected in a previously unsampled location to help delineate the polyaromatic hydrocarbons (PAHs) and metals detected throughout the property. Several PAHs were detected in the soil sample at concentrations exceeding the residential NDEE VCP RGs. There were no NDEE VCP RG exceedances in
