Additional Property Attributes

START conducted a Phase I ESA at the Site. The following is a summary of the findings and conclusions: No evidence of recognized environmental conditions (RECs) were identified. No evidence of CRECs were identified.Two (2) HRECs were identified: 1) Four (4) Former USTs, and 2) Remediation of ACM. One non-scope consideration was identified: 1) Potential lead-based paint (LBP). START recommended no further assessment; however, potential LBP may need to be addressed during the demolition phase of redevelopment. The demolition debris landfill should be contacted to determine if any testing (e.g., toxicity characteristic leaching procedure [TCLP]) is required to dispose of building debris.

Former Use: The Town had two service garages, but only one remains. Public works operations moved off-site in 2011 and all Town operations moved by 2017. Site is currently vacant. A portion of the site has been owned by the Town of Windsor since the town was platted in the late 1800s. The northern half of the property was originally owned by the C & S Railroad. (Additional research will be required to determine when the northern strip of land was transferred to the Town.) A triangular portion on the southeast part of the block was transferred to the American Legion in 1950 and has been used as a gathering hall to current day. The Town of Windsor Public Works moved to the property in 1975. Prior underground tanks for diesel and unleaded fuel have been removed. (We have the paperwork documenting CDPHE approval in 1994.)
