Additional Property Attributes

The target property consists of an approximately 0.6-acre, rectangular parcel of land that is part of a larger property that includes the Beck Funeral Home located north of the subject property. The property is currently undeveloped with an AT&T junction box located along Railroad Avenue on the eastern portion of the property. Adjoining properties currently consist of the Beck Funeral Home to the north, a railroad to the east across Railroad Avenue, a mini-storage facility to the south, and residential properties to the west. The property is bounded by Railroad Avenue to the east and a large drainage ditch to the north. Historically, the property was developed with multiple residential structures until the realignment of Cagle Street in the late 1970s or early 1980s. Adjacent former Standard Oil Company was shown on the 1925 and 1942 Sanborn fire insurance maps located approximately 150 feet to the northeast of the subject property. A tank is shown on the southern portion of the Standard Oil property. The 1960-1972 aerial photographs show there were five ASTs on this site during that time. The drainage ditch that has bounded the north property boundary from at least 1960 to the present is located approximately 40 feet south of the former ASTs. A spill from these ASTs to the ditch in the past could flow to the subject property. It is unknown when this facility ceased operations. The actual date of the tank removal is appears to be sometime between the 1972 aerial and Mr. Beck?s 1983 purchase. Based on the unknown condition, close proximity, potentially up-gradient groundwater orientation, and obvious route to the subject property subject to a surface spill, the nearby former Standard Oil Company facility is considered to represent a REC.
