Additional Property Attributes

The Site is currently vacant with a debris pile (brush, tires, and furniture), foundations from former buildings, a concrete paved driveway in the southeastern corner and a deteriorated asphalt and gravel driveway in the central portion of the property. The Site is bordered with a wooden, chain-link or barbed-wire fence on all sides, except the east side along Norwood Avenue and South Avenue. Former Use: The Site has been undeveloped and owned by the applicant since the late 1990s. It was historically developed with residential houses, barn-sized structures and pastures. A review of historical aerial photographs indicates that the Site was developed with houses and outbuildings before 1937 to sometime between 1947 and 1957. A different house and two barn-sized structures with a driveway providing access to each building are shown at the Site from before 1957 to sometime between 1984 and 1993. The south barn-sized structure was removed sometime between 1966 and 1972. The remaining buildings were removed sometime between 1984 and 1993, and the land has remained vacant based on the aerial photographs. Land use of the Site prior to the 1930s is unknown. Four parcels were donated to the City of Sacramento Redevelopment Agency (RDA) by Robert S. Hodge Trustee in November 1998 and one parcel was donated by Zion Church in Jesus Christ, Inc. in June 1999. In 2012, the Site was transferred from the City of Sacramento RDA to the City of Sacramento RDA Successor Agency. The Site was vacant prior to the transfer of the Site. 3545-3549 Norwood Avenue in ACRES and is now known as Del Paso Heights Sports Complex. The U.S. EPA first invested in this site by preparing a Phase I and Phase II ESA through the Targeted Brownfields Assessment Program. After the plans for the proposed reuse were completed, the city used the EPA Communitywide Assessment Grant funds to do fund a SAP, Supplemental Phase II ESA and a work plan to prepare for the site's redevelopment. In November 2021, Phase I of the Del Paso Heights Sports Complex was completed. The $2.25M project was a partnership between the City of Sacramento and a local Community Based Organization, Mutual Assistance Network and includes four new futsal courts and a refurbished softball field.
