The 10/11/2018 Data Gap Analysis is to provide environmental due diligence in support of potential property redevelopment, by identifying environmental conditions associated with the Focus Area that may suggest the presence or likely presence of hazardous substances or petroleum products, and by identifying gaps in the existing data that would suggest the need for additional assessment to better understand the nature and extent of potential impacts associated with these environmental conditions. This Data Gap Analysis included the following tasks: reviewing existing environmental and historical information for the Focus Area (made available and/or that was reasonably ascertainable); interviewing appropriate personnel regarding current and past usage of the Focus Area; and conducting a reconnaissance to visually inspect the accessible portions of the Focus Area. The Focus Area has had a long history of use as a talc mill. Milling operations included deposition and disposal of tailings and waste products on the property, as well as the use and storage of petroleum products. A railroad passed through the Focus Area and was used for transportation of talc mill products. More recently, the buildings and surrounding property of the Focus Area have been used by the Town and Village of Johnson for municipal purposes. This includes operation of an electric and water utility. As part of these municipal operations, hazardous materials and petroleum products are handled and stored at the property. Based on historical information regarding the mill operations, current information regarding the municipal operations, and information obtained during previous and continuing environmental investigations at the property, several environmental conditions exist within the Focus Area. There are also several data gaps with respect to each of the environmental conditions. These environmental conditions and the data gaps should be considered when evaluating potential redevelopment scenarios for the Focus Area
