the property currently consists of vacant land with utility access points set in the ground. The property is not landscaped and consists of a mix of naturally occurring and invasive vegetative species. An access road, Green Court, bisects the subject property and allows access to 12 occupied townhomes that are immediately adjacent to the property boundary. The occupies townhomes are not included in the phase I ESA.

Former Use: Prior to development, the property was agricultural/undeveloped. Townhomes were built in 2001-2002 but were never completed and became a blight concern. They were demolished in 2006.
