Additional Property Attributes

Former Use: The property included the Team Motors building in the south-central portion of the site, the former South Church Shell property on the corner of Cagle Street and South Church Avenue, and the antique/thrift store called Judys place, which occupied 314/316 South Church Avenue. The remains of a former petroleum bulk distribution facility are located in the north-central portion of the property. While once cleared, the western and northern portions of the property are overgrown with scrubs, vines, and woody vegetation. Southern and eastern portions of the property, adjacent to the Team Motors and Judys Place buildings, are paved with asphalt and concrete. Remnants of the former South Church Shell, which include the concrete building foundation and dispenser island, are present in the southeastern corner of the property. Future Uses: This brownfield project is truly unique. It incorporates assessment funding from an EPA Brownfield Assessment Grant, a community involvement process through the EPA grant and MDEQ's Brownfields Program, and the willingness of a private sector company to tackle asbestos, vapor intrusion, and a groundwater cleanup in order to bring a diverse Southern inspired menu, built on a foundation of great service, great food, and great people. Jack's Family Restaurants plans to remediate the former Team Motors - S. Church Shell Station site and construct a 3,700 sq. ft. quick service family restaurant in the heart of Louisville, Mississippi. The project represents an investment of approximately $2.25M into the community and will create roughly 30 jobs during construction. Once operational, the restaurant will employ 45-50 team members and 4-6 managers with an annual payroll of approximately $500,000. This is the first brownfield redevelopment project in Mississippi to incorporate a vapor barrier beneath the restaurant to eliminate vapor intrusion concerns, a groundwater remediation system using ozone sparge technology to clean up groundwater, and asbestos abatement and demolition of dilapidated buildings onsite. The assessment and cleanup planning activities were provided by the City of Louisville with funding from their 2017 EPA Brownfield Assessment Grant; and Jack's is taking advantage of the financial cleanup incentives offered by MDA's Mississippi Economic Redevelopment Act, demonstrating how a true public private partnership can work to cleanup and redevelop brownfields in Mississippi.
