Additional Property Attributes

The property currently consists of an approximately 1.6-acre, irregular shaped tract of partially wooded land located west of the intersection of Armstrong Street and South Church Avenue. Three buildings occupy the central and northern portion of the property. The southernmost building is an approximately 6,000-square-foot, dilapidated, frame building (large warehouse) that formerly housed bulk fertilizer materials and rental equipment. The central building is an approximately 3,500-square-foot, cinderblock and metal building (small warehouse) used to store feed and fertilizer containers sold at the property. The northern building is an approximately 6,000-square-foot, frame building. Portions of the northern building are used for storage, and the remainder is dilapidated and unusable. The adjoining property to the west is the former American Creosote Works (ACW) site. Portions of the ACW site are currently used as a landfill. The remainder is either undeveloped or vacant. Property to the north and northeast is vacant or undeveloped land that was once part of the target property. Property to the east is occupied by a vacant building, and property to the southeast is occupied by the Fair Oil & Propane fuel station and bulk petroleum distribution facility. The large warehouse (southernmost building) formerly housed the bulk fertilizer storage areas along with rental equipment. Multiple discarded containers motor oil and bar and chain oil were observed on the interior of this building. City directories dated 1982 and 1983 list the subject property as the Hemphills Stop & Go. The 1985 city directory listed the site as the Country Mart. Each of these listings indicate that a former fuel station that utilized either above ground or underground petroleum storage tanks may have been present on the property. What appeared to be old vent pipes were observed in a wooded area on the northern side of the property which indicate that USTs were likely located on, or adjacent to, the northern property boundary. Adjacent property uses as a former bulk petroleum distribution plant, a Superfund site, a Propane UST and AST facility are considered off-site RECs.
