Additional Property Attributes

The 20-acre subject property has been used as a park since the early 1960s and includes recreational sports fields, playground, skating area and recreation facility building. The portion of the property for which a petroleum eligibility determination is being requested encompasses approximately 2 acres. Prior to recreational use, a portion of the subject property was swamp land and another portion was a historic dump site from the early 1900s until the mid-1940s. According to a 2015 Phase II ESA Report prepared by Ross Environmental Associates, Inc. (REA), formal documentation related to the exact location of the historic dump, its contents, or its dates of operation is not readily available. There is no evidence that the historic dump was ever under the direction or management of the City of Newport. A 275 gallon heating oil underground storage tank (UST) was located adjacent to the existing Recreational Facilities Building, but was removed in 2010. While the UST was found to be in poor condition, no evidence of contamination was found from the UST. A garage building, located on the same property but outside of the 2 acre property in question, contains two floor drains. However, the 2015 Phase II Environmental Site Assessment reported that no use or storage of large quantities of hazardous materials or petroleum products occurred in the garage, and no significant vehicle maintenance occurs in the garage.
