Additional Property Attributes

Property FSST007 is located at the dead end of 227A Street, north of two residential properties and south of the Big Sioux River, at longitude -96.5917 and latitude 44.0782. The property consists of approximately 1.0 acre (Flandreau Santee Sioux Tribe 2010a). The property is undeveloped. The property must be accessed through two adjacent residential properties. The immediate vicinity of the property is residential, and the Big Sioux River is the northern boundary of the property.

Former Use: The area surrounding the property was originally developed in the late 1800s to early 1900s when it was established as a reservation for the Flandreau Santee Sioux Tribe. Prior to the 1940s, the subject property existed as undeveloped trust land, controlled by the Flandreau Santee Sioux Tribe (Flandreau Santee Sioux Tribe 2010a). According to Sam Allen of the Flandreau Santee Sioux Tribe, the property was used in the past as the Indian School dump. Unregulated trash and debris was dumped on the bank of the Big Sioux River and was pushed down the embankment and burned. The dump was dedicated solely to the school, and signs were posted restricting other dumping. Prior to its use as the old Indian School dump, the property was used as �Mr. Gitchel�s Garden� by students of the Indian School, and irrigation was pulled from the Big Sioux River. The dump was still in operation in 1962, but information regarding its closure is incomplete (Flandreau Santee Sioux Tribe 2010c). Brent Rohlfs of the Aberdeen, SD Indian Health Service office believes the dump was closed sometime in the 1990s under RCRA. Four monitoring wells are located on the property, and Mr. Rohlfs believes these were installed during the RCRA closure. Information regarding the installation, sampling, or ownership of the monitoring wells is unavailable at this time. The Flandreau Santee Sioux Tribe had no knowledge or record of their existence (IHS 2010).
