The Bristlecone Apartment Complex was developed in 1979 utilizing a USDA loan product that provided a 1% loan with a 50-year term to finance development of the housing and about 95% of the units with a deep subsidy (called Rental Assistance), which allowed very low-income tenants to pay only 30% of their income for housing and utilities. In April 2019, the Nevada Rural Housing Authority (NRHA)-a quasi-governmental agency that provides affordable housing and economic development solutions for rural Nevada-purchased the Bristlecone Apartment Complex to preserve this subsidy for rural Nevadans.

The NRHA had arranged for the renovation of the apartment complex upon acquisition. However, during the pre-acquisition due diligence, asbestos-containing materials were identified throughout the apartment complex. The Nevada Brownfields Program helped prepare the Bristlecone Apartment Complex for safe renovation by funding the removal of asbestos-containing building materials from 12 two-bedroom units, 9 one-bedroom units, and the management office.
