Former Use: The Fort Bayard assessment focused on two parcels totaling 11-acres. The Nurses Residential Buildings parcel was 7.5-acres and consisted of four-structures (nurses, dormitory, head nurses residence, nurses recreational center, and the Yucca Lodge). The structures in this parcel were not currently occupied. The second parcel was the 3.5-acre Maintenance Shop area that consisted of five structures (one garage, one maintenance shop, two Quonset huts, and one stucco shed). The maintenance shop is this parcel was currently active. During the site visit a former landfill was located east of the maintenance shop area. The Phase I ESA found the following RECs: the former landfill was identified since no information regarding the type of landfill or dates of operation was available. Also, suspected Lead-based paint (LBP) and Asbestos containing materials (ACM) in the buildings due to the age of construction and site visit observations.

The Phase II ESA revealed that no soil contamination is present near the suspected landfill. The transformer reportedly located next to the shed is no longer present and soil sample results in the area did not discover any PCBs that would indicate the transformer may have leaked. Nine buildings were assessed for ACM and LBP. A total of 157 bulk samples of suspected ACM were collected, of which 139 bulk samples were analyzed using Polarized Light Microscopy (PLM) and 3 samples were further analyzed using the PLM point count method. In general, the ACM are in poor to good condition and would be considered regulated asbestos-containing materials (RACM) requiring removal prior to building demolition. Positive ACM were detected in the following buildings: 59, 70, 67, 323, 403, and 404. A total of 123 suspect LBP sample readings (via X-ray fluorescence, XRF) were obtained. Lead assessment results were compared to the EPA and Housing and Urban Development (HUD) guidelines specifying that paint containing lead in surface amounts greater than/or equal to 1.0 mg/cm2 when measured by XRF are considered to be positive. LBP was detected in the following buildings: 59, 70, 67, 149, 323, 390, 394, 403, and 404.
