Additional Property Attributes

The Site is located in the 400 Blocks of North N and O Streets in Tulare, Tulare County, California. The Site encompasses approximately 1.07 acres in a mixed commercial and residential are and is comprised of two vacant parcels assigned Tulare County Assessor�s Parcel Numbers (APNs) 170-232-016 and 170-232-017. APN 170-232-016 borders North N St. APN 170-232-017 borders North O St. The two parcels do not have unique physical addresses. The Site is owned by the City of Tulare. At the time of the initial Site visit in May 2019, the southern half of the Site was being used for temporary staging of road construction materials. No evidence of soil staining was observed in areas unobscured by construction materials. Vegetation on the northern portion of APN 170-232-017 had recently been mowed and grubbed, but no stressed vegetation was observed. No transformers or evidence of underground storage tanks (USTs) or aboveground storage tanks (ASTs) were observed. Portions of the railroad spur were not identified during the geophysical survey. A commercial building adjacent and to the north of APN 170-232-016 has a painted exterior, and the paint is in a deteriorated condition. Several UST sites are identified in regulatory databases in proximity to the Site. The Craftsman Homes site is located at 438 North M Street and is listed as a leaking underground storage tank (LUST) site. The Tulare Redevelopment Agency is located at 649 East Cross Avenue and is listed as having a UST release. A historical dry cleaning facility, Ellis Jack G, located at 540 East Cross Avenue, is identified 200 feet north of the Site, which operated from approximately 1969 to 1977.

Former Use: There is little historical information available about on-site activities beyond the historical railroad spur. The railroad spur, part of the Atchison, Topeka, and Santa Fe Railroad system, was located in the southern portion of the Site between at least 1925 and 1969. This railroad spur branched onto the Site from railroad tracks to the south of the Site along former Pine Street. The railroad spur is not seen in historical aerial photographs or topographic maps after 1972, and the Site has been vacant from approximately 1972 to the present. Any remaining portions of the railroad spur were not identified during the geophysical survey. The City of Tulare acquired the parcels in 1958 and 1965. The parcels are currently vacant and not in use. The Site borders a public greenway/trail (former railroad) and residential neighborhoods to the south, mixed commercial and office buildings to the north (Pete�s Paint & Body, Tulare Emergency Aid Council, R&R Payday Advance, Tacos y Tortas Chalios, and Infinity Fades) commercial buildings and vacant lots to the east (Sierra Dairy Testing), and vacant lots to the west.
