Additional Property Attributes

The Site is located in a mixed residential and light industrial neighborhood at 201 East Street in Winters, Yolo County, California. The Site is approximately 1 acre in size and is located on the northeastern portion of a single irregularly shaped parcel (Assessor�s Parcel Number [APN] 003-222-001) owned by the City of Winters. The Site is situated at the southern end of East Street and bordered by residential homes to the north, a large apartment complex to the northeast, a community garden to the west, and a pedestrian walking trail immediately to the east and south. A City of Winters water supply well is located north of the community garden. Putah Creek is located immediately south of the walking trail. The former wastewater treatment plant is gated and surrounded by a barbed wire fence. The ground surface is mostly paved with asphalt and/or concrete with areas of exposed dirt or landscaping around the perimeter of the Site. The Site is developed with a brick and mortar building with office space, a bathroom, a switchboard/electrical room, and a pump room. Several other concrete structures (wastewater lift station, wastewater clarifier, trash separator, digester tank, chemical storage area), as well as a cell phone tower with a small concrete building and several wooden sheds are on the property. The office/pump room building is located in the center of the former facility. Pipes wrapped in insulating material with asbestos warning labels are present in the building�s pump room and office space, and all rooms in the building have white acoustic (popcorn) ceilings. A backup generator with an associated diesel fuel aboveground storage tank (AST) and a wooden she used to store tools are located outside along the southern wall of the building. No staining was observed around the backup generator. A 40-foot-diameter, 6-foot-deep in-ground clarifier is located west of the building. According to City of Winters� personnel, the clarifier is used as backup capacity while performing repairs or maintenance on the lift station pumps or in the event of a system overflow. A 35-foot-diameter, 20-foot-high digester tank is located east of the building and is no longer in use. The City of Winters is considering demolition and removal of the digester tank to potentially open up space for solar panels and to improve Site aesthetics. A large wastewater pipe and several smaller pipes are connected to the digester tank. It is unknown whether the digester tank was fully emptied when taken offline. The only access to the digester tank is by a ladder, which has been temporarily disabled. The chemical storage area is located east of the digester tank and consists of an approximately 2,600-square-foot concrete pad that slopes east towards a bermed area that appears to be a former sump. The former sump has been filled in with gravel. Within the chemical storage area are a wooden flammable storage shed containing a metal flammable storage locker, a scrap metal and equipment boneyard, and five demolished 12-foot-diameter concrete pads that reportedly supported chemical ASTs of unknown sizes and contents. Piping stub-ups are present near the demolished concrete pads and in the floor of the flammable storage shed.

Former Use: Historical records indicate the Site was developed with a wastewater treatment plant from 1959 to the present. Historical records also indicate the Site was undeveloped land from 1937 to 1959. According to City of Winters� personnel, the wastewater treatment plant ceased operations in 1980. Currently, the Site serves only as a pump station to redirect raw wastewater to the current wastewater treatment plant located north of the Site. The wastewater lift station, wastewater clarifier, trash separator, and office/pump room building are operational components of the pump station.
