Additional Property Attributes

The Site is located at 43103 California Highway 299 E, in the central portion of the unincorporated community of Fall River Mills, Shasta County, California (Figure 1). The Site encompasses approximately 0.24 acre in a mixed commercial and residential area and is comprised of a single parcel, identified as Shasta County Assessor Parcel Number (APN) 032-190-042 (formerly 032-251-03). The Site is bordered to the north, across Highway 299, by a vacant commercial property (formerly the Mayfly Pub & Deli); to the east, across Mechanic Street, by a vacant commercial property (formerly the Corner Post grocery store); to the south, across the Water Street road easement, by a single-family residential property; and to the west by an undeveloped lot owned by the PG&E utility company, with the Fall River beyond. The Site is occupied by one single-story structure with a flat roof. The approximately 1,500-square-foot structure is primarily of wood construction on an approximately 4-inch concrete slab. The structure is in a severe state of disrepair with missing or damaged sections of interior walls, foundation slabs, and ceilings. The exterior paint of the building is noticeably peeling. The interior of the building includes an existing functional restroom and lobby room at the northwest, a former non-functional restroom at the southwest, and the former shop/garage at the central and west. A hydraulic hoist/lift is mounted subgrade in the garage floor. A canopy is connected to the north side of the building, which covers the former fuel dispenser island, and two small roll-up doors are located on the north side of the garage. A small covered enclosure is located on the exterior southeast corner of the building. Five USTs are recorded as having been historically located on-site, including four tanks used to store both leaded and unleaded gasoline, and one tank used to store used oil. No documentation was found indicating any additional USTs associated with the Site.

Former Use: The Site is currently owned by Corey Cova and Kelly Sudol, who acquired the property in November 2017. Historical records indicate that the Site was formerly occupied by one or more service stations (i.e., gas stations) and/or automotive repair facilities. Reportedly, the Site was first developed as a service station in 1933. Prior to 1933, the use of the Site could not be determined using standard historical information sources and thus constitutes a historical data failure. Between 1952 and 1960, the on-site facility, which historically had a larger �footprint� than the current facility, was either removed and replaced or remodeled into the current building layout. The facility continued to operate as an automotive repair facility and a service station until approximately 1996 and as an auto, truck, and tractor repair facility until at least 1999. At some point between 1999 and 2009, all on-site activities were discontinued and the facility was left vacant. In late 2017, the property was acquired by the current owners, who have used the exterior portions of the property for commercial food-service activities (i.e., food truck). The historical use of the Site as a commercial fuel/service station represents a REC for the Site. The regulatory status of the Site as an active LUST site represents a REC for the Site. No other sites were identified within the ASTM search radii during the review of regulatory databases that could be construed as RECs in association with the Site.
