Additional Property Attributes

The Property consists of approximately 0.83 acres of land identified by Wayne County as parcel no. 65117-08-962930. The Property is bounded to the north and east by undeveloped forested land; to the south by a food processing and equipment distribution; and to the west by residences and Lake Avenue followed by a large cold storage facility. The Property is zoned light industrial use (I1).
The Property and existing buildings appear to be vacant and unoccupied, unsecured (without fencing), and partially covered in vegetation and large amounts of debris, including tires. Existing buildings on site include an approximate 3,710 square foot one story former office building and connected auto service area, including as many as seven auto service bays and an approximate 925 square foot block building previously used as a warehouse to support the business. Items including an abandoned pickup truck and truck cap, a farm tractor and a commercial trucking trailer along with wood and construction debris and tires were observed scattered across the parcel. According to previously completed Phase I and Phase II ESA reports (Report details provided in Section 4.4.6), three additional buildings on the Property were demolished between 1995 and 2006. Aerial photographs prior to 2006 show the three buildings in an east/west linear layout along the north side of the Property entranceway, and remaining foundation walls were observed during the site visit.
According to a previously completed Phase I Environmental Site Assessment Report (CDM, March 11, 2019), available permit records and historical information sources, the Property was first used as a tire supply and service company in 1969. Bill Case Tire Service, Quality Tire and Supply Co, operated from 1969 until 1978. Caulkins Tire Service Inc. operated the property from 1978 until the facility was closed in 2005. The automobile maintenance services provided included tire repair, tire distribution, automobile sales, repair, detailing, and minor automotive body work.
