Addl Cleanup/Treatment info: It is recommended that the City of Missoula either restrict Area A / SS-42 against residential use or remove and dispose of six inches of soil and re-sample area for benzo(a)pyrene. Prior to excavation, additional discrete sampling could be used to pinpoint the source of impacts and reduce excavation volume. In addition, it is recommended that the historical closure in-place of USTs be disclosed and addressed during site redevelopment, including determination of whether the closed-in-place USTs represent a geotechnical concern.

Additional Property Attributes

The property was utilized for commercial/light industrial purposes as a former automotive and wrecking operation in the early 1950s, a tractor repair shop from 1940s to 1979, and the headquarters for two water utility companies as the office and vehicle maintenance yard from 1979 to the present. The property consists of a main office building constructed in the 1940s and includes a vehicle maintenance facility, and a fuel tank complex that was constructed in 1999, which houses above ground storage tanks containing diesel, gasoline, and propane. The fuel tank complex building was remodeled with an addition between December 2002 and June 2003. The phase I identified three recognized environmental conditions and the non-scope potential for hazardous building materials. The City of Missoula is using the property for their water utility office and vehicles. The City is considering potential residential and commercial redevelopment uses on the property. Missoula County was authorized to complete a Building Materials Inventory Phase II ESA and a Hazardous Substances Phase II ESA. The Phase II ESAs are completed. The Building Materials Inventory revealed asbestos-containing building materials, lead-based paint was detected and fluorescent light tubes containing mercury were found. In the soil-sampling, petroleum and PAHs were detected. The only contaminant above site-specific screening levels was benzo(a)pyrene in surface soil in one area.
