Additional Property Attributes

The 301 and 303 Main Street locations have served as a tailor, bank, lodge hall, vacuum store, blacksmith shop, and automotive shop from 1900 through the 1930s. More recently, 301 Main Street served as Educational Service Unit (ESU) from 1980 to 1994 and 303 Main Street as a furniture store. Currently these locations are rental space with 301 Main Street serving as Woven Luxe Boutique and 303 Main Street serving as Wakefield's Nearly New. The 101-102 East 3rd Street locations have served as the Wakefield Fire Department from 1920 through the 1930s. Currently these locations are rental space and an open lot for parking. The City of Wakefield indicated that the purchasers of the site would like to renovate the upper levels of the property with up to four apartment units and maintain the lower levels as retail/commercial space. The Phase I Environmental Site Assessment revealed the following Recognized Environmental Conditions (RECs): 1) A historical drycleaner (Wakefield Cleaners) was identified upgradient within 292 feet of the subject site (320 Main Street). Based on the proximity to the subject site, topographic relations, and estimated groundwater flow, there is the potential for vapor migration of volatile organic compounds (VOCs) in soil gas or underlying groundwater. 2) The location of a historical coal chute was observed on the north wall of the 301 Main Street building basement, and a former opening was observed on the exterior north side. Contamination may be present in association with this structure including heavy metals, semi-volatile organic compounds (SVOCs) and possible VOCs. 3) The use of the subject site as a historic automotive shop identified in the 1920 and 1930 Sanborn Maps east of the location of present day 303 Main Street indicates unknown/undocumented handling, use, and disposal of automotive related hazardous materials/petroleum products and wastes. Contamination may be present in association with the historic activities including VOCs and petroleum hydrocarbons. 4) The historic use of the subject site as a fire station identified by the 1920 and 1930 Sanborn Maps in the location of present day 101-102 E 3rd Street indicates the handling, use, and disposal of automotive related hazardous materials/petroleum products and wastes. Contamination may be present including VOCs and petroleum hydrocarbons. An asbestos-containing materials (ACM) survey and a mold survey were completed as part of the Phase I. ACM was positively identified in the vinyl sheet and vinyl tile flooring and associated black mastic throughout the interior, and the gray/back perimeter flashing on the exterior roof of the subject site. Mold was discovered on the north side of the basement wall having originated from a flooding event due to a broken water pipe. Active mold growth was assumed to be present based on water staining throughout the building. Elevated moisture was observed on drywall in the basement of 303 Main Street at the time of the assessment. Based on the presence of asbestos and mold, the contractor performing future renovation work must comply with NESHAP regulations (40 CFR Part 61, Subpart M) and OSHA regulations delineated in 29 CFR 1926.1101. A Phase II Environmental Site Assessment is recommended to determine if any of the RECs identified above have caused a release to the environment and have impacted the subsurface of the subject property.
