At the end of 2012 the former Fran Kral Lincoln, Mercury, and Volvo automobile dealership closed after 60 years of business in downtown Rockford upon Ford's decision to cease production of the Mercury brand. Fran Kral was the last new car dealer in downtown Rockford. This occurred at around the same time the City of Rockford developed plans to offer onsite healthcare and wellness services to employees and their families as part of a citywide effort to improve health, healthcare delivery, and the overall socioeconomic environment within the region. The city is self-insured and provides coverage for 3,200 employees. The 28,750 square automobile dealership was identified as a near perfect fit for the City's plans. A Phase I ESA was completed prior to purchase using a combination of USEPA Assessment Grant funds and the City's General Fund. The Phase I ESA identified only offsite RECs related to former filling stations and a potential dry cleaner. With no onsite RECs, the City was comfortable moving forward with the land purchase and redevelopment. Construction was approved in late March of 2014 and included a buildout of 4,200 square feet of office space housing the COR Wellness Center. The remaining space is utilized for events space and is subject to future redevelopment to support the City's employee health initiative. In April 2014, worksite healthcare provider Marathon Health was contracted deliver its MedicalHome@Work model. Marathon Health staffs a full-time physician, RN and medical assistants at a city-owned facility to provide its Total Population Health Risk Management solution, which includes primary care, disease management, and health coaching, as well as pre-employment occupational health services. The facility opened in late September of 2014 and continues to grow in popularity for the free service offered to City employees. Beyond the Wellness Center, there is approximately 18,560 square feet of unused space that the City continues to market for sale or lease. An updated Phase I ESA was a requirement of SBA loan for a potential user. The City is current in talks with this user as it relates to a potential redevelopment project.
