Additional Property Attributes

The property is comprised of a vacant 2.31-acre parcel of land and is located at 10702 North Sharp Avenue in Los Angeles, Los Angeles County, California. The northwest perimeter of the property is fenced and an approximately 2 foot-high soil berm runs along the west perimeter of the property. The property is lcoated in an urban area and bounded by residential properties to the west, freeways to the north and east, and the Pacoima Diversion Channel to the south. According to historical records, the property was undeveloped and part of the Pacoima Wash, a tributary to the Los Angeles River, from as early as 1928 until as late as 1952. Between 1952 and 1964, a structure was present at the property, but its purpose is unknown. The structure appears to have been removed by 1977, and the property has remained a vacant lot since. According to the Los Angeles County Office of the Assessor, the City of Los Angeles has owned the property since May 11, 1948. A Phase I Environmental Site Assessment (ESA) was performed on the property in 2021 and identified a recognized environmental condition (REC) and a business environmental risk (BER). Because of the presence of freeways adjoining the property occurred when leaded gasoline was historically used, contamination from aerially deposited lead in soil within 50 feet of the roadways is possible, which is a REC to the property. The property is located within the Los Angeles Methane Zone and an abandoned oil field, which is a BER to the property. A Phase II ESA Targeted Brownfields Assessment (TBA) was performed in 2022 identifying elevated concentrations of total petroleum hydrocarbons (TPH) in soil samples; and elevated levels of methane, volatile organic compounds (VOCs), and TPH in soil gas samples. In addition, concentrations of arsenic were identified in soil samples; however, these levels were consistent with reported background levels for Los Angeles County and are likely naturally occurring. The City of Los Angeles is interested in redeveloping the property for use as a community garden.

Recommendations regarding future use and steps forwards for the property include removal or capping of soils containing TPH to prevent exposure or release and to mitigate potential impacts on human health if the property is used as a community garden. If soils are excavated for off-site disposal, waste disposal testing is recommended. If the property is to be used as a community garden, cleanup levels should consider the potential risks associated with eating homegrown produce cultivated in soils that might be contaminated, otherwise institutional controls may be required to limit gardening to raised garden beds. If a structure is to be built on the property that would be regularly occupied by people, vapor mitigation may be required because of exceedances of VOCs and TPH in soil gas and the potential fire or explosive hazard associated with methane. Any future subsurface activities should be carried out using an explosion-proof lower explosive limit meter.
