Additional Property Attributes

The subject property is located at 821 Morehead Street in Chadron, Nebraska, approximately 200 ft. south of the southwest corner of the intersection of W 8th Street and Morehead Street. The subject property consists of a 71,874 ft2 lot (as indicated on the Dawes County Assessor website). The former hospital building occupies the majority of the southern half of the subject property parcel. In the past, the property has been used as a hospital. This is the only known use of the property since development. The building was vacant at the time of the site visit. Recognized Environmental Conditions (RECs) identified in the Phase I Environmental Site Assessment (ESA) included two former on-site underground storage tanks (USTs) associated with the hospital's generator and the presence of an UST at an upgradient, adjacent property. The Nebraska Department of Environment and Energy (NDEE) completed a Phase II Environmental Site Assessment to determine if the RECs have impacted the underlying soils and/or groundwater. No contaminants of concern (COCs) were identified in soil or groundwater samples collected on site; however, elevated concentrations of naphthalene were detected in all three soil gas samples at concentrations exceeding the NDEE Voluntary Cleanup Program (VCP) Remediation Goal (RG) for industrial sites. Additionally, benzene was detected in one soil gas sample at a concentration exceeding the NDEE VCP RG for residential sites. It is unclear if the source of the soil gas contamination is from the subject property or is migrating on site. NDEE conducted a supplemental Phase II ESA to try and identify a source area and further assess the elevated naphthalene and benzene soil gas concentrations. The results of the Phase II ESA indicated one exterior soil gas sample had concentrations of benzene and naphthalene above the residential NDEE VCP RGs but below the industrial NDEE VCP RGs. Additionally, chloroform was identified in a separate exterior soil gas sample above the residential NDEE VP RG but also below the industrial NDEE VCP RG. Benzene, 1,4-dichlorobenzene, and 1,2,4-trichlorobenzene were identified in indoor air samples at concentrations exceeding the residential NDEE VCP RGs but below industrial NDEE VCP RGs. Corresponding sub-slab soil gas samples did not exhibit elevated concentrations of these contaminants, suggesting the concentrations detected in indoor air are from an inside source. Additionally, benzene was detected above the residential NDEE VCP RG in the outdoor ambient air, suggesting the quality of the indoor air may be affected by ambient air conditions.
