Addl Cleanup/Treatment info: Surface soil was littered with trash, broken concrete and abandon rail lines, all of which were removed and disposed of. Buildings on-site were impacted with lead based paint and asbestos and were property removed and disposed of. All existing structures were demolished and proper permits obtained from City of Springfield Building Development Services. Lafser and Associates conducted a blight study which documented these findings in addition to the Phase I.

Additional Property Attributes

At the time of the Phase I, the property was vacant, including the dilapidated structures, and litter with trash, concrete ruble and abandon rail lines. The site is located in the eastern portion of Springfield which used to be outside the City limits and was characterized by passed industrial uses associated with the railroad and the rock quarry across the street still in operation. In 2014 City Council decaled this corridor blighted and a redevelopment plan was adopted to allow for Chapter 99 Tax incentive for new developments. This project received the abatement incentive. The existing buildings were demolished and surface soils removed and the site cleared of debris. Green Circle Development constructed the Galloway Creek Apartments and Quarry Town mixed use development. This includes two four story apartment complexes with 100 units each, covered parking, a pool, a two story mixed use office and retail complex, and a stand along restaurant. The development is home to a microbrewery, yoga studio, local restaurants, stores, and professional offices.
