Additional Property Attributes

The site is currently vacant and historically served as a retail store and restaurant. Review of historical fire insurance maps indicate that it was identified as a photo shop in 1936. As a photo shop, there was the potential for historical use, storage, and disposal of photo processing chemicals. Based on this, the historical use of the property is identified as a Recognized Environmental Condition (REC). Other RECs identified include historic auto repair shops and fuel stations with underground storage tanks upgradient and within close proximity to the subject property. An asbestos survey confirmed the presence of asbestos-containing material (ACM) in gray/white ceiling tile collected from the storage room. All ACM should be properly removed and disposed of if future renovations will disturb asbestos fibers. Lead-based paint (LBP) was identified in white paint collected from the upstairs ceiling and south wall of the upstairs furnace room. If renovations will damage any LBP surfaces, the LBP should be abated or encapsulated.

A Phase II Environmental Site Assessment was completed to assess for any vapor intrusion concerns associated with the identified RECs. Three crawlspace samples and three collocated indoor air samples were collected as part of the Phase II ESA. Additionally, an outdoor ambient air samples was collected to assess background conditions. Benzene was detected in all three crawlspace samples at concentrations exceeding the Nebraska Department of Environment and Energy (NDEE) Voluntary Cleanup Program (VCP) Remediation Goal (RG) for residential air. Ethylbenzene was detected in one crawlspace sample and 1,2-dichloroethane was detected in another crawlspace sample at concentrations also exceeding their respective NDEE VCP RGs for residential air. Benzene was detected in all three indoor air samples, as well as the outdoor ambient air sample, at concentrations exceeding the NDEE VCP RG for residential air. This suggests that the outdoor air may be impacting indoor air quality. Chloroform and ethylbenzene were detected in two indoor air samples above the NDEE VCP RG for residential air; and carbon tetrachloride and 1,2-dichloroethane were detected in once indoor air sample above the NDEE VCP RG for residential air. No contaminant concentrations exceeded the NDEE VCP RGs for commercial/industrial air. The site may be impacted by vapor intrusion, but impacts appear to be limited and no concentrations exceeded commercial/industrial RGs. Concentration gradients from crawlspace to indoor air were not consistent, and generally crawlspace and indoor air samples has similar concentrations. This may be due to the poor condition of the floor allowing for mixing between these spaces. Due to the condition of the floor, the vapor intrusion pathway does appear to be complete; however, this pathway can likely be addressed through repair/replacement of the flooring and sealing penetrations into the crawlspace.
