The Cozad Development Corporation requested a Phase I Environmental Site Assessment as an incentive to attract businesses to the property and promote economic development. The subject property was historically occupied by a manufacturing facility that manufactured shock absorbers for automobiles, trucks, and military vehicles from 1961 to 2014. The manufacturing activities resulted in releases of hazardous constituents and petroleum products in the underlying soil, soil gas, and groundwater. A Resource Conservation and Recovery Act (RCRA) Facility Investigation (RFI) was completed in 2014. The RFI identified the following contaminants with concentrations exceeding the Environmental Protection Agency (EPA) Regional Screening Levels (RSLs): Trichloroethene (TCE), 1,4-dioxane, 1,1-dichloroethane, cis-1,2-dichloroethene, vinyl chloride, and several metals including arsenic, lead, and chromium VI were detected in groundwater; TCE, 1,2,4-trimethylbenzene, arsenic, and chromium VI were detected in soil samples; and several volatile organic compounds (VOCs) were detected in sub-slab soil gas. A TCE plume originates near the center of the former manufacturing building and extends to the east-southeast approximately 1,500 feet. Free-phase product from underground storage tanks containing shock absorber oil (hydraulic fluid) was identified on groundwater. The property is subject to an environmental lien and Activity and Use Limitations (AULs). Some AULs in place at the property include restricting the property to industrial/commercial use; preventing the use of underlying groundwater; and preventing any activity that may expose occupants to residual contamination or impact the integrity of the final cover that has been placed over the surface impoundments that once served as storage areas for wastewater treatment sludge generated during the chromium plating process. The site is currently under a RCRA Corrective Action permit with the Nebraska Department of Environment and Energy (NDEE).
