This Site historically has been leased for oil production. It was subject to a spill prevention control and countermeasures (SPCC) enforcement case from 2010-2015 against previous operators Smith Energy and Monument Global (MG). In 2014, EPA referred Smith Energy and MG to the U.S. Department of Justice (DOJ) for a 2010 discharge and SPCC violations. DOJ chose not to pursue Smith Energy, and MG began working with EPA to clean up its operations and come into compliance with SPCC regulations. EPA withdrew the referral in 2015. MG brought the facility into compliance by addressing SPCC technical deficiencies but failed to finalize the SPCC plan. EPA understands that no oil has been stored at the tank battery since 2016. A review of Google Earth photographs of the Site from June 1993 through October 2017 indicated use of the Site for oil production. One building, numerous storage tanks, and a holding pond were visible from 1993 through 2010. By 2011, several of the storage tanks and the holding pond appear to have been decommissioned and removed. The on-site building and six storage tanks are visible in the most recent photograph from October 2017.
