Additional Property Attributes

The 0.219-acre Subject Property consists of one parcel currently occupied by a single-family residence and a vacant 8-unit apartment building. The single-family residence is owned and occupied by the TBA recipient and shares the 0.219- acre parcel with the apartment building structure that was the focus for the Phase I ESA assessment. The following RECs/VECs/BERs were identified during the Phase I ESA:
- A photo shop and gasoline station was located to the west and northwest of the subject property
- Due to the age of the apartment building (circa 1910), it was determined that LBP/ACM was likely present within the building.
The Phase I ESA recommended a Phase II ESA consisting of conducting ACM/LBP survey, collecting building exterior dripline soil samples for lead analysis, and also conducting limited indoor ambient air sampling and sub-slab vapor sampling for VOCs analysis.

In November 2022, Tetra Tech completed a TBA Phase II ESA for the subject property. Redevelopment
and reuse plans for the subject property include the potential renovation of the apartment building for
residential use. The scope of the Phase II ESA was to investigate the presence and concentrations of potential contamination related to the subject property and
historical uses of properties in the area and conduct a hazardous materials survey of the subject
property. START conducted the following activities at the subject property in November 2022:
* Conducted a hazardous materials survey for the on-site apartment building, collected samples of
suspected asbestos containing material (ACM) from the interior of the apartment building, screened
the building for lead-based paint (LBP) using a portable x-ray fluorescence spectrometer, and
collected 3 composite soil samples from the exterior building dripline for lead analysis.
* Collected three indoor ambient air samples and analyzed for volatile organic compounds (VOC)s
* Collected two sub-slab vapor samples and analyzed for VOCs.
The Phase II ESA concluded and recommended:
- The composite soil samples collected from the exterior building dripline exceed State and Federal screening levels for lead; the removal of top 6 inches of soil was recommended.
- No VOCs detected in sub-slab vapor samples exceeded State RSL for VOCs.
- Benzene was detected in indoor air samples; collected; however, benzene concentrations were determined to be less than background levels for benzene.
- ACM and LBP was detected throughout the apartment building; Phase II report recommended ACM and LBP removal and disposal in accordance with applicable regulations.
